Domain Administration

Domain Administration gives users the ability to manage groups, users, and settings within a single domain. Domain Administrators are also the users who receive notifications about account requests (for domains using built-in authentication).

One of the main things Domain Adminstrators cannot do is manage applications. This can only be done by Framework Administrators. Authentication and permissions can be indirectly controlled however through the assignment of users to groups. The groups themselves will need to be granted authorization and permissions by a Framework Administrator.
